On behalf of the Community Development Department, welcome to the City of La Habra! La Habra is a wonderful community to live, work and play! The City measures 7.3 square miles with approximately 60,239 residents. We have approximately 20,033 housing units with a healthy and diverse portfolio of food/retail/office/industrial businesses. We also have 24 parks totaling approximately 135 acres for the community to enjoy.
La Habra is a caring community and business friendly. I hope that you find what you are looking for as you navigate our website and look for information. We have put as much information as possible for residents, visitors, contractors, architects, engineers, developers and real estate professionals to aide in your research and preparation prior to coming into City Hall.
My goal is to provide you with the best user experience as possible here at City Hall. To that end I make a commitment to you that the Community Development Staff will work hard to provide excellent customer care, provide alternatives and solutions to problems, and find ways to say “yes” to things that benefit the community.

About the Department
The Community Development Department is key to the City’s approach to coordinated efforts in addressing community and regional development issues in growth management, environmental quality and infrastructure planning and implementation.
Community Development is comprised of:
- Administration Division
- Building and Safety Division
- Community Preservation Division
- Economic Development Division
- Housing Division
- Planning Division
- Successor Agency & Oversight Board
The Department is responsible for the administration of the General Plan, Zoning Code, California Environmental Quality Act, the International Property Maintenance Code, California Building, Plumbing, Mechanical, and Electrical Codes, Green Building Code, and accessibility requirements. Additionally, the Department is also responsible for the management, administration and oversight of all activities that are funded through the Community Development Block Grant, Home Investment Partnership Act, Housing set-aside funding, and economic development programs and strategies.
